PROBLEM TO BE SOLVED: To provide a clean water or sewage operation simulator which copes with the change of an object to be simulated without requiring expertise or a special tool even if the object or an object to be controlled is changed. SOLUTION: The clean water or sewage operation simulator comprises: an apparatus defining database for storing facility capacity type data which is the types of the capacity information for each facility on clean water or sewage; a facility configuration setting means for selecting a facility to be simulated; a facility capacity setting means for setting the capacity information of the selected facility, a pipeline connection setting means for setting the pipeline data corresponding to a pipeline between the selected facilities; and a calculation program execution means for performing a calculation program which simulates the operation of clean water or sewage by using the types of the capacity information of the facilities, the capacity information, and the pipeline data.
