PROBLEM TO BE SOLVED: To provide a mobile communication system which reduces call loss probability of an entire system by using a free calling channel in an adjoining base station when there remains no free calling channel in a base station or when traffic is more than a fixed amount, and which can reliably connect a base station with a free calling channel in a short time without attempting access from a mobile station to a base station having no free calling channel. SOLUTION: When all of the calling channels are used in a base station 1 or traffic is more than a fixed amount, the base station 1 stops the transmission of a control channel to the mobile station. Thus, a mobile station waiting at the concerned base station 1 can not recognize the control channel from the base station 1. Therefore, the mobile station attempts to receive a control channel from an adjoining base station 2 having a free calling channel, thereby reducing the call loss probability of the entire system and shortening a call connection time from the mobile station.
