PROBLEM TO BE SOLVED: To accurately determine a highlight scene. SOLUTION: A DSP 32 of a disk recorder 100 includes: a specific image storage unit 331 for storing a plurality of specific image information items as still image information representing features of video information in a highlight scene; a still image generation unit 323 for generating still image information at every predetermined time from first video information; a coincidence degree determination unit 325 for determining whether a matching rate indicating a degree of coincidence with each of the specific image information items is above a predetermined threshold value or not for each still image information item; and a position specification unit 328 which stores image identification information corresponding to the specific image information in a position storage unit 332 correspondingly to position information corresponding to the still image information in a case where it is determined that the matching rate is above the predetermined threshold value, and generates starting position information and ending position information indicative of the range of second video information containing the highlight scene in the first video information on the basis of the stored image identification information and the position information.
