PURPOSE:To prevent theft and carry out the re-writing of a code simply by providing the memory means and the input means of a discrimination code in the control means of an internal combustion engine, comparing the discrimination code inputted at a start time with a memorized discrimination code and preventing a start when they make no matching with each other. CONSTITUTION:In a processing circuit 7, a discrimination code transmitted from a transmitter 41 and memorized in a memory device 60 at the time of door lock release is read through a line 64 and it is compared with the discrimination code memorized advancely in the memory area 20b of the memory device 20 whether they make matching with each other or not and a start prohibition flag is set on a controller 1 when they make no matching with each other. Thereby, the start of an internal combustion engine is prohibited. When the rewriting of the discrimination code is required due to the exchange of this device by the trouble of the internal combustion engine controller 3 and the loss, damage, etc., of a transmitter, the re-writing of the discrimination code can be carried out by a prescribed operation after throwing-in a test mode. |
