PURPOSE: To manage a memory buffer in a video server. CONSTITUTION: The video server 30 having a buffer manager 80 is provided. The buffer manager 80 balances loads on the various 'film storage' elements of the video server 30 by selectively buffering a stream on a storage element having the high load. Only when the load of the storage element is increased by the arrival of a new request, or when a former request temporarily stops or when a buffer 40 can be used owing to stop, data is allocated to the buffer 40.
