PURPOSE: To reduce the sticking of toner to a photoreceptor drum, to reduce noise associated with electrification and to save energy by performing development by using an electrifying roller provided with a sponge layer and a surface layer having specified thickness respectively, and having specified hardness. CONSTITUTION: A process cartridge 10 is constituted of the photoreceptor drum 3 being an image holding member, the electrifying roller 4 consisting of semiconductive rubber, and a developing device 5 performing the development with the toner 6 on the drum 3. The roller 4 is provided with the thin surface layer having thickness of 100-1000μm on the sponge layer whose thickness is 2-10mm, and the hardness of the entire roller 4 is 35-55 deg.. By using the superposed toner and using the roller 4, the drum 3 is electrified, and the development is performed simultaneously with recovering the toner left after transfer to the developing device 5. By using this roller 4, the noise produced between the drum 3 and the roller 4 is reduced even when AC voltage is impressed, and the shaving amount of the surface of the drum 3 is drastically reduced.
