PURPOSE: To prevent deterioration of the communication quality due to the channel quality deteriorated in a communication mode of a mobile communication system by estimating the channel quality to be deteriorated with age based on the evaluation result of a quality evaluation means and deciding the using propriety of a channel based on the estimated result of channel deterioration. CONSTITUTION: A waiting mobile station 24 receives a desired wave and an interference wave, and a desired wave level measurement par 11 and an interference wave level measurement part 12 measure the power levels of both desired and interference waves respectively. A division part 3 calculates a desired/interference wave ratio and stores it, and a tilt calculation part 7 calculates an increase rate of the desired/interference wave ratio for the interference wave and stores it. Receiving a call request, the mobile station 24 selects an optimum channel via a channel selection part 6 based on the desired/interference wave ratio. Receiving this selection result, a transmitter part 7 sends a selected channel designation signal to a base station 1a. The station 1a also confirms the designated channel and sends a channel rerequest signal to the station 24 if the channel is not available. If the designated channel is available, the station 1a sends a channel response signal to the station 24. Thus the communication is started between both stations 14 and 1a.
