The arrangement consists of a frame with plates (15,16) which are moved against either sides of layers of strips of paper by actuators. The strips of papers are crumpled up till the plates reach end positions (15',16'). When the plate have reached their end positions, a ram (22) is moved down to form a soft pad of paper (23). The crumpling action can be continuous or interrupted for both the horizontal and vertical directions.
