The variable capacitor (22) has an insulating substrate (27) having a main surface with separated first and second stator electrodes (28,29). A dielectric rotor (40) is arranged in contact the electrodes (28,29). A rotor electrode (42,43) is held by the rotor (40) to lie opposite the stator electrodes. At least part of the rotor (40) is arranged between the stator electrodes, defining first and second capacitances which are connected in series. An adjusting part (44) defines a chamber for receiving the rotor (40), having a socket section in contact with the main substrate surface. The remaining edge surface has an adjustment shape section (48) which can engage with an adjusting tool. The adjusting part (44) is rotatable about an axis perpendicular to the main substrate surface and is electrically insulated from the stator side electrodes and the rotor side electrode. A contact holding device (49) causes the socket section (46) to contact with one main substrate surface. An elastic rotation transmitting part (51) is arranged between the adjusting part (44) and the rotor (40), causing the rotor to press against one substrate surface while the rotation of the adjusting part (44) is transmitted to the rotor. This causes the rotor to rotate together with the adjusting part (44).
