PROBLEM TO BE SOLVED: To insert additive payload information without confusing the whole transport stream by allowing a carousel builder to supply information in an output transport stream for deciding the insertion point of transport stream display in the middle of construction of a payload. SOLUTION: Under the command of an API server 22, a stream generator 26 simply retrieves data from a storing device 24 and output it without identifying its content. A stream generator 26 is designed so that a carousel such as a DSMCC object carousel, a DSMCC data carousel is constructed. Consequently, the generator 26 is provided with at least one carousel builder 28. Then, the builder 28 supplies information in an output transport stream for deciding the insertion point of a transport stream display in the middle of construction of a payload.
