PROBLEM TO BE SOLVED: To reduce power consumption required for selecting a radio base station at the time of handover by detecting a radio base station to be handed over efficiently and quickly at the time of high speed movement. SOLUTION: Under control of a control section 100, a communication record for making a base station under connection before handover corresponding to a base station after handover is generated for each communication session on a record generating table storage area 200b, and a communication record generated at the end of communication session is recorded in a handover record storage area 200a. When handover is required, base stations to be handed over at a high frequency from a base station not yet handed over are listed in the order of frequency based on the communication record at the handover record storage area 200a, and generated on a candidate base station list storage area 200c. Possibility of handover to the uppermost base station on that list and a base station to be handed over next is then inspected before handover is effected. |
