PROBLEM TO BE SOLVED: To reduce a sticking quantity of spray to an inner wall surface of an intake pipe by realizing two-directional atomization of high atomization fuel in a port injection type internal combustion engine. SOLUTION: A spray generating means is constituted by laminating a fuel-in plate 13 for constituting a fuel passage, a swirl plate 14 for constituting the fuel passage for imparting turning force to fuel, and an injection plate 15 for determining the injection direction of the fuel to obtain two-directional spray for enhancing atomization. Penetrating force of the respective sprays injected in two directions is made different.
