PROBLEM TO BE SOLVED: To prevent a brush for cleaning a tubular reactor from stopping in advance by stopping the charge of the brush when an excess amount of a deposit in the reactor which can cause the stop of the brush is detected by providing a means for charging the brush into the reactor and a means for detecting the position of the brush. SOLUTION: Sludge 2 is supplied into a tubular reactor 6 by a pump 3, heated by heat exchange with reaction treatment water in a heat supply device 10. and heated again by a heater 7. The sludge 2 is mixed with oxygen 4 supplied by a compressor 5 and heated by the oxidation reaction heat. A pressure difference at the opening of the reactor 6 is measured by a measuring means 15, and the interval of charging a brush 18 by a charging means 11 is shortened in proportion to the increase of the measured value. When the measured value is greater than a prescribed value, the charge of the brush 18 is stopped because the brush 18 is possibly stopped. When the brush 18 is stopped, the stop position is detected by one of detectors 1.
