PROBLEM TO BE SOLVED: To provide a developing device improving the image quality of a developed image by accurately controlling an amount of toner attached to a solid image and an amount of toner attached to a halftone image, and also to provide a process cartridge and an image forming apparatus that incorporate the developing device. SOLUTION: The developing device 4 includes: a toner carrier 22 having an electrode; and a hopping electric field generating means 60 for generating a hopping electric field to cause toner held on the toner carrier to hop by the application of periodic voltages Va, Vb to the electrode. The developing device 4 develops a latent image by conveying the toner held on the toner carrier 22 to a latent image carrier 1.
