PROBLEM TO BE SOLVED: To provide a plant safety management system and a method using it for providing information useful for safety management to improve safety and reliability of a plant and quickly and easily presenting output of the information to an operator and a facility management worker. SOLUTION: By this plant safety management system, safety of the plant is ensured and accidents are prevented, that is, safety management is supported. The plant safety management system is provided with functions for: combining conditions deviated from a normal condition together to create process abnormality phenomenon data as to process fluid; combining conditions deviated from a normal condition together to create apparatus damage phenomenon data as to apparatuses constituting the plant; and maintaining relationships of factors and results between the respective process abnormal phenomena and the respective apparatus damage phenomena as cause-and-effect relationship data.
