An organic halogen compound decomposing device using plasma and capable of a positive and stable ignition at operation start-up and a stable post-ignition operation with a satisfactory plasma shape maintained, the device comprising a cylindrical waveguide (7) consisting of an outer conductor (8) and an inner conductor (9), and a dual-structure discharge pipe (5) installed coaxially with and inside the waveguide (7) and consisting of an inner pipe (11) and outer pipe (12). A probe antenna (9a) formed by extending the inner conductor (9) is disposed to surround the discharge pipe (5), and the tip end of the inner pipe (11) is positioned on the inner side of the tip end of the probe antenna (9a).
