PURPOSE:To improve the starting performance and increase the output by improving the filling efficiency of the inhaled air, by applying a thermal element into the intake pipe of an internal-combustion engine and heating and cooling the air inhaled into the internal-combustion engine by varying the direction of the electric current which flows in the thermal element. CONSTITUTION:A thermal element 12 is formed by joining metal pieces onto the upper and the lower edges 13 and 14 of an n type semiconductor and a p type semiconductor which are made of bismuth telluride (Bi2Te3), and the metal piece on one joint part is arranged on the internal wall of the intake pipe 1a, and the other is arranged on the outside wall. In order to perform endothermic and exothermic operation arbitrarily for the metal joint part arranged on the internal wall of the intake pipe 1a, the electric current which flows into the thermal element 12 is direction-varied by the operation of a switching part 15.
