PURPOSE:To enhance rust-preventing capability in a chloride ion atmosphere, by a method wherein a cement base slurry is applied to a reinforcing bar, followed by drying to provide the first layer, then an emulsion of synthetic resin having a glass transition temperature of 10-35 deg.C is applied thereto, and is dried to provide the second layer. CONSTITUTION:A reinforcing bar for steam-curing aerated lightweight concrete (ALC) is immersed in a slurry comprising a cement as a main constituent which is mixed with an appropriate amount of an ordinary synthetic resin emulsion and a small amount of additives, thereby adhering the slurry to the reinforcing bar, followed by drying in a hot air flow to provide the first layer. Then, the bar is immersed in an emulsion of a synthetic resin having a glass transition temperature of 10-35 deg.C to adhere the emulsion to the bar in a film thickness of 50-200mum at normal temperature, followed by drying at a temperature of from normal temperature to 50 deg.C to provide the second layer. The synthetic resin having the glass transition temperature of 10-50 deg.C may be an acryl-styrene emulsion having a styrene bonding quantity of 50-65wt% or the like.
