PURPOSE:To manufacture the titled pitch by mixing coal tar with an aliphatic solvent and an aromatic solvent, separating and removing a produced insoluble precipitate, and thermally reforming the resulting coal tar contg. <=0.5wt% quinoline-insoluble component (QI). CONSTITUTION:To 40-80wt% coal tar (A) (expressed in terms of pitch obtd. by removing contained aromatic solvents) are added 45-15wt% aliphatic solvent (B) having >=80 deg.C 5vol% distillation temp. and <=350 deg.C 95vol% distillation temp. such as petroleum naphtha adjusted to said fractions and 40-5wt% aromatic solvent (C) [the amount is the total amount of the solvent (C) and the aromatic solvents contained in the coal tar (A)]. They are mixed and stirred at 15-140 deg.C, and a produced insoluble precipitate is removed to obtain coal tar having <=0.5 wt% QI content. This coal tar is thermally reformed to obtain binder pitch for a carbonaceous material. At this time, light oil may also be removed.
