The apparatus is lowered into a tubular member which extends downwardly within the earth's surface and which has a cutting tool 40 or flame cutter adapted to be moved pivotably outwardly without horizontal movement into engagement with the member and rotated, when so engaged, in order to sever the member, and to be moved inwardly to permit the apparatus to be raised from the tubular member. The apparatus has upper and lower hydraulically operated radially movable shoes 36 for gripping the member interior to hold the apparatus. Tool rotation is by a hydraulic motor in a housing 32 rotatable on a central shaft 30 supported by a cable during lowering and raising.
