PURPOSE:To prevent occurrence of a fault due to a heating electric appliance or the like by stopping an electric appliance in operation based on a sensing signal from a sensor provided indoor and sensing the presence of a person only when no person exists in a room. CONSTITUTION:A human body sensing sensor 1 sensing the presence of a person senses the absence of a person in a room and sends a sensing signal to an infrared ray transmitter 2 being a transducer transducing an electric signal from the sensor 1 into a space transmission signal through a lead wire L1. The transmitter 2 sends an infrared ray signal corresponding to the sensing signal to an infrared ray receiver 3. The receiver 3 sends a command signal to stop the operation of an electric appliance 4 through a lead wire L2 and the electric appliance 4 receives the stop command signal to stop its operation. An annunciator 5 annunciates the stop state of the operation of the electric appliance 4. Thus, very safe building management is implemented.
