PROBLEM TO BE SOLVED: To detect defective sealing in real time by monitoring values related to heating energy for hermetically sealing a side face of a tubelike web positioned below a filling liquid level and by preserving the values by a number of times that hermetical sealing of the tubelike web is activated. SOLUTION: A tubelike web W drives a main shaft 13 provided on a spline shaft 6 for laterally sealing. A rotation angle of the main shaft 13 is detected by a timing detector 20, and a rotation angle determination signal is output to a sequencer and a switch for outputting an oscillation instruction. When the oscillation instruction is output, an oscillation circuit is activated to make a high frequency current flow to an inductor. An output monitor determines whether output value data is of an appropriate value and outputs a signal to the sequencer when abnormal data occurs so as to stop a driver. The output monitor preserves the output value data and stores an oscillating state of a high frequency generator of a packaging container C. Thus a time period when failures in the high frequency generator occur can be found.
