PROBLEM TO BE SOLVED: To generate a more efficient production plan in accordance with a manufacturing order and a production condition with respect to a production plan producing device which automatically creates a production plan about plural products. SOLUTION: A fluctuation possible amount setting means 2 sets a fluctuation possible amount of work start time for each production facility. A work decomposition processing means 3 reads a manufacture order and production condition data from a manufacture order storage area 1a and a production condition data storage area 1b in a storing part 1 respectively and decomposes work of each product into a process unit based on these data. An allocating means 4 temporally adjusts decomposed work in the range of a fluctuation possible amount and allocates it to each process.
