A first washer is disposed on the upper surface of a member to be fastened, with the projecting portion inserted in a gap between the barrel of a bolt and an insertion hole in the member to be fastened. A second washer is disposed on the upper surface of the first washer, with its pawl applied to the engaging tooth of the first washer. The fitting portion of the second washer has the head of the bolt fitted therein. The first and second washers are relatively rotatable in a bolt-tightening direction in that the pawl slides on the inclined wall surface of the engaging tooth and are relatively nonrotatable on a bolt-loosening direction in that the pawl engages the substantially vertical wall surface of the engaging tooth. Even if the bolt tries to rotate in the loosening direction after being tightened, the second washer becomes relatively nonrotatable with respect to the first washer in that direction; thus, the bolt cannot rotate.
