PROBLEM TO BE SOLVED: To provide an image forming device capable of stably producing an image of high quality without causing a change in an electrical resistance with a lapse of time. SOLUTION: As to the image forming device equipped with an intermediate transfer body, the intermediate transfer body is provided with at least two or more layers including a base layer and a surface layer on a metallic cylindrical substrate, and at least one of the layers contains electronic conductive filler of <=pH 5.0 and the conductivity is based on electron conduction.
