PROBLEM TO BE SOLVED: To effectively recover and remove surface layer water bloom in its propagation stage using the characteristics of water bloom, which floats on the surface of the water itself to gather in the leeward by a blown air flow, from the viewpoint of a water bloom recovery technique. SOLUTION: Floating intake pipes 5, each of which has a double pipe structure having a floating ring 5b attached to the outer periphery thereof and also having a small-diameter inner intake pipe 6 adjusted in its draft by the floating ring 5b provided therein, are mutually connected to be installed on the surface of a closed water area of the leeward in a bow form and the inner intake pipe 6 is brought into contact with the inner periphery of each of the floating intake pipes 5 at a draft level while a plurality of swallowing ports 5a are formed to the floating intake pipes 5 at the draft level and an underwater pump 7 for drawing surface water containing floating water bloom into the inner intake pipes 6 from a plurality of the swallowing ports 5a is provided at the draft level.
