PROBLEM TO BE SOLVED: To provide an inter-vehicle information communication apparatus capable of making information communication with a plurality of desired vehicles exiting in the vicinity of the communication apparatus. SOLUTION: A vehicle management center 30 specifies vehicles 42, 43 existing in a setting area 50 decided by a vehicle 41 on request from the vehicle 41 and transmits communication data to the other vehicles 42, 43 existing in the setting area 50 among communication destination vehicles 42, 43, 46 set by the vehicle 41.
