PROBLEM TO BE SOLVED: To provide a hand-off method or the like, whereby a mobile terminal can receive a packet transmitted from a communication opposite terminal, even if the mobile terminal is in the middle of moving to a different network. SOLUTION: The mobile terminal 2 has an IPv6 address, denoting a packet reception area C and position registration operating border information whose area D is narrower than the area C, when the mobile terminal 2 exceeds the geographical range, on the basis of the position registration operating border information of the area D, the mobile terminal decides a new IPv6 address denoting a new area wherein packets can be received, and the mobile terminal 2 registers its position by means of the decided IPv6 address to a home agent apparatus 20 as a "care of" address. Further, when the mobile terminal 2 detects changes in the access point to another base station, the mobile terminal 2 transmits vicinity advertisement information to routers connected to the other base station for the recognition of the mobile terminal 2 by the routers.
