PROBLEM TO BE SOLVED: To provide a developer control member that has low cost and capable of appropriately controlling an amount of developer by suppressing sticking of developer on a controlling end face, caused by the formation of a minute groove in the controlling end face, and to provide a developing device, image forming apparatus, and process cartridge that have the developer control member, and to provide an image forming method. SOLUTION: A developing doctor 12 is the developer control member. The controlling end face 12a of the developer control member is disposed opposite the surface of a developing roller 5 which is a developer carrier incorporating a magnet roller, i.e., a magnetic field generating member, and the surface of which is movable. The controlling member controls an amount of developer passing between the surface of the developing roller 5 and the controlling end face 12a, the developer being composed of toner and magnetic carrier. This developing doctor 12 has a non-magnetic plate 71 that is long in the lengthwise direction of the developing roller 5. At least one of both sides of the non-magnetic plate 71 has a plated layer 72, which is a magnetic layer formed by a plating process.
