PROBLEM TO BE SOLVED: To provide a service in which a contracted band can be effectively utilized by transmitting a packet as a specified type of a packet in the case the packet does not violate the contracted band, nor is the specified type of a packet. SOLUTION: A band monitoring part 141 comprises a band monitoring table controlling part 560, a bucket storage quantity decision part 510, a monitored result decision part 520, a DSCP decision part 530, a flow detecting part 540 and a band monitoring table 550. An asynchronous transfer mode(ATM) exchange presets connection and reads band monitoring control information by the connection identifier of an input cell, and the band monitoring part carries out band monitoring by using the band monitoring control information. In this case, whether a packet is a specified type of a packet is discriminated, and in the case the packet does not violate a contracted band, nor is the specified type of a packet, the packet is transmitted as the specified type of a packet. |
