PROBLEM TO BE SOLVED: To obtain a formate or methanol under a low temperature and pressure condition and with a small degree of activity lowering even when a small amount of CO2, water and the like is contained in a raw material.

SOLUTION: The method for producing the formate or methanol which produces the formate or methanol by reacting a raw material gas composed of carbon dioxide and hydrogen is characterized by reacting with a catalyst simultaneously containing alcohols, and Cu, Mg, Na, and Pd.
