PROBLEM TO BE SOLVED: To prevent the transmission delay of information due to an oblivion of a person sealing with problem and also to reduce the burden on a manager who promotes the solution of unsolved problem data by notifying a person estimated to deal with the problem occurrence data in read time when these data are inputted by means of an electronic mail, etc. SOLUTION: A problem occurrence data input/output means 111 interprets the problem occurrence data which are inputted from a terminal 101, and problem occurrence data verifying means 112 refers to the verification data 121 that defined a problem verifying condition to verify the problem occurrence data. The problem occurrence data are stored in a medium by a problem occurrence data store means 113 as a problem occurrence data file 131 only when it is judged from the verifying result that the problem occurrence data can be registered. The means 113 notifies a person estimated to deal with problem of the occurrence of a problem by means of an electronic mail of a problem occurrence data transmission means 114. The estimated person to deal with problem receives the transmitted data via a personal computer of a terminal 102.
