PROBLEM TO BE SOLVED: To increase a processable control program even while suppressing speeding-up of a throughput of a programmable controller for using the control. SOLUTION: A controller for charging blast furnace raw materials is constituted so that a program (counter-processing parts 61-64) for performing count-up processing of a master timer, and a processing program (plant-processing parts 71-74) for furnace-top equipment which is driven with the master timer, are divided into the programs for each of respective master timers, and the timing of counting up the plurality of the master timers is set so as to have the time difference mutually, and only in timing of the counting-up, the program for each master timer is processed.
