PROBLEM TO BE SOLVED: To provide a packaging bag which can package a stand of a comparatively large-sized thin television set easily, and can be prevented from slipping off from the stand, and to provide a manufacturing method by which the packaging bag can be manufactured easily. SOLUTION: The packaging bag has a first bag 1 which covers the front side 93a of a base 93 of the stand 91 having a leg 92 attached to an indication part 90 with a indicating surface and the base 93 extending in front and back directions from the lower part of the leg 92 and supporting the indication part 90, and has a base inserting and removing opening 11 at a portion corresponding to the leg 92, and a second bag 2 which covers the back side 93b of the base 93, and has a base inserting and removing opening 21 at a portion corresponding to the leg 92, wherein a part of each of the first and the second base part inserting and removing openings 11, 21 is connected to each other so that the front side 93a and the back side 93b of the base 93 can be inserted from the first and the second base inserting and removing openings 11, 21.
