PROBLEM TO BE SOLVED: To provide a method and an apparatus for forming a gear having good engagement. SOLUTION: The method for forming the gear having good tooth profile 1 in an outer peripheral surface includes: a preliminary tooth profile forming step of pressing a base stock W0 in the axial direction in a outer die 12 having a tooth mold 16 to mold the preliminary tooth W1 having a projecting part 5 of the diameter direction projected in the diameter direction, on the edge part 8 in the axial direction of the tooth profile 1; and a gear-forming step of pressing the edge part 8 in the axial direction having the projecting part 5 of the diameter direction, into a gear mold 16 in the outer die 12 to mold gears W3, W4 having the projecting part 6 in a tooth trace direction from the edge surface in the axial direction of the tooth profile 1.
