PROBLEM TO BE SOLVED: To automatically find mail addressed to new address, to automatically take out address information of the new address from an address control DB, to attain the speeding-up and making low cost of forwarding treatment. SOLUTION: Address recognition 305 inputs a letter segmenting hypothetical network 310 to read letter information and to recognize an address. New address decision 306 judges whether there is new address in the address recognized by an address control DB 310. When that there is the new address is judged, the treatment of the poststage is advanced. Person's name/company's name recognition 307 inputs a letter segmenting network 310 to recognize person's name/company's name. New address judgement 308 inputs person's name/ company's name recognition results 317 to judge whether the recognized person's name/person's name is new address by an address control DB 310. When applicable, address information of new address registered in the address control DB 310 is outputted, and when not applicable, the recognized address information is outputted. Result integration 309 integrates the treatment results to output the recognition results having most reliability.
