Disclosed is a method of manufacturing a catalyst used in a reaction process for manufacturing propanediol from hydroxyacetone, the method including preparing a metal precursor solution by dissolving a metal precursor in a hydrophilic solvent, preparing a metal-containing carrier, wherein the metal of the metal precursor is contained in a metal oxide, by mixing the metal oxide with the metal precursor solution and stirring, evaporating the hydrophilic solvent, drying and grinding the metal-containing carrier, and sintering the metal-containing carrier. Also, a catalyst used for converting hydroxyacetone to propanediol when manufacturing propanediol, the catalyst including about 90 wt% to 99.5 wt% of a metal oxide and about 0.5 wt% to 10 wt% of a precious metal contained in the metal oxide.
