PURPOSE: A lamp flickering method and apparatus is provided to allow the traffic lane to be easily recognized by using LEDs having superior light diffusion capability, while allowing initial construction to be easily performed. CONSTITUTION: A road marking reflector(1) comprises a generating unit(10) formed in the center of the reflector, and reflector plates(20) coupled to both sides of the generating unit so as to emit light. The generating unit has a rotating body(12) coupled to the top of the generating unit through a shaft(11), in such a manner that the rotating body is freely rotatable. The generating unit has a guide(13) coupled to the bottom of the generating unit. The road marking reflector includes a main body(14) where a generator(15) connected to the rotating body, and a charger(17) for charging the electricity generated from the generator and feeding the electricity to LEDs(16) are mounted. The main body of the reflector has a vertical frame(18) where LEDs are attached, an air flow hole(19) formed at the portion where the generator is installed, and a drain hole(19') formed at the bottom of the main body so as to drain water.
