PROBLEM TO BE SOLVED: To enable reconnection of a gear clutch during running in spite of use of the existing gear clutch. SOLUTION: When a gear clutch 16a housed in a reduction gear 16 is declutched in the case of collection of brake energy, a pump motor 18 is operated as a motor by a synchronizing pump 22 connected to the input/output side of the reduction gear 16 to synchronize rotation speeds of the reduction gear 16 and the pump motor 18. When the rotation speeds are synchronized, the gear clutch 16a is connected to allow the reconnection of the gear clutch 16a during running. The synchronization may be executed without using the synchronizing pump 22 by supplying oil in an accumulator 26 to the pump motor 18 to operate the pump motor 18 as a motor.
