PROBLEM TO BE SOLVED: To improve operability of a monitor camera, which is deteriorated by the delay of video information, by generating indications for monitor camera and universal head based on a photographing position indicated on a map, photographing range information and the indication of an operator or the like. SOLUTION: First a target building is displayed in a video display means 208 and the updating of an image frame to be displayed in the means 208 is stopped when the stop signal of the universal head 202 is generated. At the same time, indications to the monitor camera 201 and the universal head 202 are fixed in a state storage means 209, which are received together with the image frame. Indication for the monitor camera 201 and the universal head 202 for obtaining a state are generated by the fixed state information and transmitted. Then it is monitored whether received state information coincides with the previous state information. If it coincides, updating of the image frame is re-started in the means 208 at the and latest state information is stored in a state storage means 209. Thus, user can operate easily the monitor camera 201 and the universal head 202 while viewing a delayed screen.
