PROBLEM TO BE SOLVED: To provide an underwater observing device which can observe the damage on a submerged part of a ship with high accuracy over a wide range. SOLUTION: This underwater observing device consists of a base 1 which entirely supports the observing device, a guide pipe 3 which is attached to a member protruding over the water surface from the base 1 via a hinge 2 so as to freely rotate within a vertical plane, a support pipe 4 which supports an observing instrument that is inserted into the pipe 3 so as to freely move in its axial direction, an operation rod 6 which is attached to the pipe 3 via a hinge 5 so as to freely rotate at its tip part and also attached to the base 1 so as to freely move in its axial direction and an operation rod moving means 7.
