PROBLEM TO BE SOLVED: To communicate between the local components of different local networks by providing a control means for controlling writing of coordinating with a set of the local address identifier of a terminal being a communicating object and a port number attached to this before starting of communicating operation. SOLUTION: This system is constituted of an address solving part A, a call control part B and a router control part C. The part A executes an address solving function, the part B executes a call setting function, and the part C executes a router controlling function. Then, writing of coordinating of a set of a global address identifier existing within a local network and a port number attached to this and a set of the local address identifier of a terminal being a communicating object to a table corresponding to address ports housed in mutual connectors within respectively corresponding local networks is controlled before starting of communicating operation.
