PROBLEM TO BE SOLVED: To provide a fixing roller capable of securing rigidity, simultaneously realizing the shortening of a rising time associated with thinning and improving processability and versatility. SOLUTION: A tool is pressed in contact with the outer peripheral surface of a cylindrical body 18' using alloy as base substance so as to recess the outer peripheral surface of the cylindrical body 18', and simultaneously a circulating projecting part 18a is formed to project on the inner peripheral surface of the cylindrical body 18'. Thereafter, by shaving the outer peripheral surface of the cylindrical body 18' while moving a cutting tool or a grinding tool along in the axial direction of the cylindrical body 18', the outer surface of the cylindrical body is uniformized and a roller core bar 18 having specified thickness is processed. When the thickness of the cylindrical body 18' before process is defined as T, the thickness thereof when it is made the core bar 18 is defined as (t) and the projecting amount of the circulating projecting part 18a is defined as (h), T=t+h+0.2 mm is set.
