PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which can cover the defects of a base raw tube and which has good conductivity and small residual potential. SOLUTION: A base layer containing at least two kinds of metal oxides is formed between the conductive supporting body and the photosensitive layer in such a manner that the composition ratio of the metal oxides in the base layer differs between in the conductive supporting body side and in the photosensitive layer side of the base coating layer. The metal oxide which is rich in the conductive supporting body side has lower electric resistivity than the metal oxide which is rich in the photosensitive layer side.
