<P>PROBLEM TO BE SOLVED: To provide a cellular phone capable of normally, rapidly and smoothly performing power-off processing. <P>SOLUTION: This cellular phone is configured so as to determine whether or not it is in a Preservation state when a power source is turned off, and to establish C-plane and U-plane if in the Preservation state to release the Preservation state, and subsequently, the cellular phone first transmits an RST signal to a server and then transmits DETACH REQUEST to a packet exchange.
