PROBLEM TO BE SOLVED: To provide a method of correction instead of correction of an observation prediction value by parallel movement. SOLUTION: This target observation radar device includes an observation plan formation processing section for forming an observation prediction value according to a locus data of an observed target. The target observation radar device further includes an observation execution plan processing section that obtains two or more locus models according to consideration of an error value including a data error included in the locus data of the observed target and an instable element of the specific locus of the target, extracts locus data approximated to the observation data obtained by initially catching the target from the above locus data, and outputs the observation prediction value of the extracted locus data as the tracked observation data of the target.
