PROBLEM TO BE SOLVED: To provide a solenoid driving valve device with no valve spring in an intake and exhaust valve of an internal combustion engine. SOLUTION: A permanent magnet is fixed to a shaft part of a valve, opening and closing of the valve is performed by constituting a linear motor by a ring-like electromagnetic coil surrounding the permanent magnet, and a magnetic body is provided separated from the permanent magnet and the shaft part of the valve by a certain distance. Therefore, by suction force between the permanent magnet and the magnetic body, the valve can be seated and maintained on a valve seat even when current is not supplied to the electromagnetic coil as when the valve is stopped. Further, as another method, when a permanent magnet with the same magnetic pole as that of the permanent magnet of the shaft part of the valve is provided facing the fixed permanent magnet on the shaft part of the valve with a certain distance from the fixed permanent magnet, repulsive force by the magnetic force between the permanent magnets are acted, and even when current is not supplied to the electromagnetic coil, the valve can be seated and maintained on the valve seat.
