PROBLEM TO BE SOLVED: To obtain a video image with excellent image quality by effectively performing noise reduction, in particular, on a moving portion without reducing a resolution during three-dimensional noise reduction. SOLUTION: A noise reduction processing apparatus comprises a 3D noise reduction processing unit 20, a 1D/2D noise reduction processing unit 50, a motion determination unit 30, a storage unit 40, and a noise reduction signal generation unit 60. The 3D noise reduction processing unit adjusts 3D noise reduction for image data and outputs the image data as a 3D noise reduction signal. The storage unit stores 3D noise reduction signals for one frame. The motion determination unit detects the motion in image data between the same pixels of preceding and following frames and outputs a motion determination signal. The 1D/2D noise reduction processing unit performs one of or both 1D noise reduction processing and 2D noise reduction processing upon the 3D noise reduction signal and outputs a 1D/2D noise reduction signal. The noise reduction signal generation unit generates a noise reduction signal containing the 3D noise reduction signal and the 1D/2D noise reduction signal in a ratio corresponding to a result of the determination of the presence/absence of motion in the motion determination unit.
