PROBLEM TO BE SOLVED: To provide a communication system capable of conducting smooth communications by reporting communication packets to a communication terminal as a destination in a target delay time even when the communication terminals with mutually different codecs are communication-connected mutually. SOLUTION: A codec converter contained in the communication system generates pseudo communication packet in the same size as the communication packet arriving from the communication terminal in case of a communication connection in response to a codec-conversion processing propriety-discriminating request from a server. The codec converter actually converts the pseudo communication packet according to the codec informed from the server, and emits conversion-processable information to the server when the time required for the conversion is discriminated at a value smaller than the target delay time informed from the server.
