摘要 The present invention relates to a thermal energy recovery device capable of preventing a water hammer phenomenon in a preheater from occurring. The thermal energy recovery device comprises: an evaporator (10) which allows a gaseous heating medium and an operation medium to be heat-exchanged to evaporate the operation medium; a preheater (12) which allows the heating medium flowing out of the evaporator (10) and the operation medium before flowing in the evaporator (10) to be heat-exchanged to heat the operation medium; an energy recovery unit (20) which recovers expansion energy of the operation medium flowing out of the evaporator (10), and transfers the operation medium to the preheater (12); and a control unit (40) which prohibits, when a supercooling degree of the heating medium flowing in the preheater (12) is not higher than 0 degrees, inflow of the heating medium to the preheater (12), and performs, when the supercooling degree (12) of the heating medium flowing in the preheater (12) is higher than 0 degrees, an operation of allowing the heating medium to flow in the preheater (12).
